The XIX-th century soul be seen as the one that was crucial in beginning processes of
institutionalization and professionalization of child abuse prevention. The earlier activities In
this area were unsystematic on the one hand and organized in the context of charity and
philanthropy on the other. In that century fulfilled with intensive industrialization and
urbanization, child abuse became spectacular to social opinion, that forced societies to
undertake means in order to minimize the occurrence of such stores. It started indeed the long
way of institutionalization and professionalization of those efforts; the way that led from the
first organizations and special societies of protection of a child from cruelty risen as a result
of social moral panic due to incidents of serious child maltreatment, through the
crystalization of the idea of child rights protection, till the development of various forms of
institutions offering help to mistreated children, parallel to developing the amount of
children’s right in the end of XX century. Finally we can see contemporary states as obliged
to build a modern highly specialized systems of child protection and treating it as a priority in
development od democratic societies.
